<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 15.6pt"><SPAN style="FONT-FAMILY: 宋体; mso-ascii-font-family: Arial; mso-hansi-font-family: Arial"><FONT size=3>  途径五:借鉴反抵押贷款方式,解决低收入家庭住房困难。反抵押贷款是近年来在美国较为流行的一种贷款模式,即房产所有人在抵押贷款未全部偿还情况下,以所抵押的房产向贷款人反抵押,获得一笔房款,除用于偿还余下的借款外,还可获得一笔不菲的资金用于生活。借鉴这种模式,对于已经获得公积金贷款买了住房的中低收入家庭来说,如果确实不能偿还余下的贷款,可以向地方政府或借款人--公积金中心反抵押所购房产,获得资金用于归还贷款,余下的资金还可用于生活;或者,由地方政府收购中低收入家庭贷款购买的住房,还清贷款后,余额用于租住该套房产的租金,这种变买为租的做法,在不加重中低收入家庭负担的情况下,解决了住房难题。</FONT></SPAN></P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 15.6pt"><SPAN style="FONT-FAMILY: 宋体; mso-ascii-font-family: Arial; mso-hansi-font-family: Arial"><FONT size=3>  一是控制受益面。上述有些倾斜政策是以公积金增值收益作保障的。虽然住房公积金归集额连年呈两位数快速增长,其增值收益相应提高,但由于公积金制度建立时间不是很长,还有一个基础建设和资金积累的过程,住房公积金向中低收入家庭提供的倾斜优惠政策,只能限于这个群体,不能覆盖至所有公积金缴存人。否则,这种倾斜政策就不能持久。如果受益人在今后工作中收入提高,摆脱贫困,成为高收入者,就要停止其享受的倾斜政策。至于多少收入才算是中低收入,可参考地方统计部门的公布数据。</FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 15.6pt"><SPAN style="FONT-FAMILY: 宋体; mso-ascii-font-family: Arial; mso-hansi-font-family: Arial"><FONT size=3>  二是注意防范风险。住房公积金是广大城镇职工及单位缴存,并归职工个人所有的长期住房储金,是最终都要返回给职工的。因此,无论什么时候、什么情形,发放公积金贷款均以防范风险为前提。鉴于中低收入家庭还款能力相对较弱,因此,在向中低收入家庭发放贷款时,也要履行必备的手续,核实其还款能力,切不可因为借款人是政策倾斜对象而放松审贷。若放贷资金收不回来,小则影响到公积金缴存人的合法利益,大则影响社会稳定,给构建和谐社会带来阻碍。</FONT></SPAN></P>
