环境：AIX51+HA51+ORACLE 817 OPS


建库后出现如下问题：

在一个终端svrmgrl中成功启动了数据库

但是退出svrmgrl后，再次连接后，出现如下错误
SVRMGR> connect / as sysdba
Connected.
SVRMGR> select * from home;
select * from home
*
ORA-01034: ORACLE not available

用sql*plus连接也报如下错误

$ sqlplus /nolog

SQL> connect / as sysdba
ERROR:
ORA-27500: inter-instance IPC error
ORA-27300: OS system dependent operation:bind failed with status: 68
ORA-27301: OS failure message: Can't assign requested address
ORA-27302: failure occurred at: sskgxpcre3


请教这是什么原因造成的，应该如何解决？？？
